When a permit is required
Permit triggers and exempt work for Cotulla
Cotulla has a documented city building permit program. The code requires permits for new residential and commercial buildings, additions, remodels over $10,000, pools, sprinkler systems, electrical work unless specifically exempt, certificates of occupancy, and related covered work under Chapter 10.
- Exempt For electrical permits only: listed communications utility installations, portable plug-in appliances within stated limits, replacing or repairing switches, receptacles, cords, fuses, lamp sockets, or joints in wiring and fixtures, utility-owned electrical infrastructure, certain political-subdivision maintenance work, and electrical work already performed in compliance with Ordinance No. 12-20-2007 for which required fees were paid.

- Permit validity
- Building permits expire 12 months from issuance for new homes and 9 months for all other construction. They also expire if work does not start within 6 months, is suspended for 6 months, or no inspection is called for within 6 months. A one-time 60-day extension may be granted for 50 percent of the original permit fee if requested at least 10 working days before expiration.
- Owner-builder
- Homeowners working on their own dwelling are exempt from the city contractor registration requirement in Section 10-336.
- Contractor requirements
- Contractors covered by Section 10-336 must register with the city before applying for a permit unless they fall within a listed exception. Electrical contractors must hold the proper state license. Section 10-338 requires commercial general liability insurance meeting the city minimums. State-licensed contractors are deemed qualified upon presenting a current state license copy.

Application process
Typical processing: No general city turnaround time was published. One specific timing rule is that deed-restriction committee approval may delay issuance for up to 30 days.
- 01 Confirm the parcel is inside the City of Cotulla and check zoning or any deed-restriction review issue. The city zoning ordinance is codified online, and Section 10-148 states that building permit applications must also be submitted to the responsible architectural review and restrictions committee when applicable.
- 02 Prepare the permit application package for the building codes department. Section 10-153 requires three sets of plans, specifications, diagrams, a valuation statement, and supporting documents.
- 03 Include at minimum: plot plan, exterior elevations, electrical and plumbing plans, wall section and foundation plans, energy worksheet, engineered foundation plans for new homes or additions, and the proposed use statement.
- 04 Submit the application directly to the building codes department. Under Section 10-148, the city may withhold the permit for up to 30 days pending written approval from the applicable restrictions committee.
- 05 Pay permit and plan-check fees. Section 20-1 states building permit fees are valuation-based and plan check is generally 50 percent of the building permit fee for projects above $1,001 valuation.
- 06 If the city approves the plans and all prerequisites are met, the permit is issued.
- 07 During construction, the permit holder or contractor requests required inspections from the city building official under Section 10-279.
- 08 After final approval, obtain the certificate of occupancy before occupancy.
