When a permit is required
Permit triggers and exempt work for Kinney County
No public evidence of a countywide general building permit requirement for ordinary vertical construction. County publicly requires Certificate of Compliance through County Judge's Office, provides OSSF permit application for on-site sewage facilities, and posts subdivision and manufactured home rental community regulations.

- For OSSF work, owner-installation may be allowed for a single-family dwelling owned by the homeowner if local requirements allow it and all permitting rules are met.

- TCEQ requires state licensing or registration for OSSF installers, apprentices, maintenance providers, maintenance technicians, and designated representatives.

Application process
Typical processing: Certificate of Compliance: no public estimate. OSSF: up to 30 days per TCEQ requirement.
- 01 Confirm the parcel is in unincorporated Kinney County and not inside Brackettville or Spofford.
- 02 Determine which county control applies: Certificate of Compliance, OSSF, or subdivision/MGRC regulations.
- 03 For Certificate of Compliance: complete the county application with required documents.
- 04 Submit the Certificate of Compliance application to the County Judge's Office during posted drop-off hours (Monday-Friday, 8:00 AM-12:00 PM and 1:00 PM-5:00 PM). Pay by cashier's check or money order payable to Kinney County.
- 05 Wait for issuance. The County Judge's Office forwards the issued Certificate of Compliance directly to the electric company.
- 06 For OSSF work: use the county's OSSF Rules and Application packet, coordinate with the designated representative, and mail the application with payment to Charles McDonald as directed by the county OSSF page.
- 07 Allow up to 30 days for OSSF permit approval or denial per TCEQ timelines.
- 08 If the project is a subdivision or manufactured home rental community in unincorporated county territory, review and comply with Kinney County's subdivision and MGRC regulations before development activity proceeds.
