When a permit is required
Permit triggers and exempt work for Jasper County
No public evidence was found of a countywide general building permit requirement. Verified narrower triggers are: (1) all work in a FEMA-designated floodplain requires a Jasper County Floodplain Permit, including placement of fill; (2) subdivision of land triggers county concept plan and plat review; and (3) OSSF permits are required under state law for construction, alteration, repair, extension, and operation of an OSSF in the applicable jurisdiction.

- For floodplain permits: elevation certificate, flood study, topographical survey of before and after conditions, CLOMR, LOMR, and/or LOMA as applicable
- For subdivision: tract location, adjacent owners, streets and watercourses, proposed streets and property lines, drainage and topography, utility service, and sewage disposal information
- For OSSF: TCEQ permit application, site evaluation, planning materials, and legal description support

- County subdivision rules state the preliminary plat remains valid for 18 months from approval, after which it is automatically null and void. No public county floodplain permit expiration rule was found. OSSF validity rules were not clearly posted in the reviewed Jasper-specific county materials.

- No public countywide local contractor licensing program was found. State trade licensing and OSSF installer licensing still apply where applicable.
Application process
Typical processing: Subdivision preliminary plat must be submitted at least 30 days before the requested Commissioners Court meeting; remains valid for 18 months after approval and is deemed approved if the court does not act within 60 days of receipt. TCEQ states OSSF permit applications must be approved or denied within 30 days of receipt.
- 01 Verify the parcel is in unincorporated Jasper County and outside Browndell, Jasper, and Kirbyville city limits.
- 02 Determine which county-level control applies. There is no publicly documented countywide general building permit program.
- 03 If the site is in a FEMA-designated floodplain, contact the county Floodplain Administrator before development. All work in a designated floodplain requires a Floodplain Permit, including placement of fill.
- 04 If the project is subdividing land, start with a concept plan submitted to the Jasper County Engineer, then submit a preliminary plat to the county engineer at least 30 days before the Commissioners Court meeting where approval is requested.
- 05 For subdivision work, proceed through concept plan, preliminary plat, final plat, and Commissioners Court approval. A completed preliminary plat is deemed approved if Commissioners Court does not approve, disapprove, or request clarification within 60 days of receipt.
- 06 If the project needs OSSF approval, use TCEQ OARS to determine the correct permitting authority. OARS shows ANRA for the Sam Rayburn Reservoir Control Zone and TCEQ Region 10 for Jasper County otherwise.
- 07 For ANRA OSSF jurisdiction, coordinate with ANRA OSSF Department. For the remainder of the county, use TCEQ Region 10 and the state OSSF permit application process.
- 08 Do not begin work until the applicable narrow approval has been issued.
