When a permit is required
Permit triggers and exempt work for Teague
Teague's public record is mixed. Section 3.303(a) of the city code says a permit shall not be required but can be obtained at customer request, yet the same article and the city's posted permit forms assume active permit issuance, fee payment, inspections, and certificates of occupancy. Manufactured homes clearly require a city permit under Article 3.500.
Note: No public exempt-work list was found in the reviewed Teague materials. Because the public code and application materials are internally inconsistent on when a permit is required, applicants should confirm project-specific permit triggers directly with the city before relying on any implied exemption.
- Written application
- Property description
- Intended use and occupancy
- Construction documents (unless waived by building official)
- Project description, valuation, zoning, floodplain status, owner, engineer, architect, and contractor information
- For manufactured homes: title or statement of ownership, floor plan, lot map showing setbacks, and proof of ownership or long-term lease
- Building code
- Teague adopted the 2015 International Residential Code, 2015 International Building Code, 2014 National Electrical Code, 2015 International Plumbing Code, 2015 International Mechanical Code, and 2015 International Fuel Gas Code, with adoption of the next code version every 6 years.
- Permit validity
- Commercial permit application says a permit becomes null and void if work is not commenced within 180 days or if work is suspended or abandoned for 180 days; city code says building permits issued under Article 3.300 expire if projects are not completed within 24 months, with a possible 6 month extension. Applicants should confirm the city's current operative rule.
- Owner-builder
- No general owner-builder rule was clearly posted. The manufactured home packet centers on the owner and property-interest documentation.
- Contractor requirements
- Public forms require license numbers for general contractor, mechanical contractor, electrical contractor, plumber or irrigator, and energy provider where applicable. The city also posts trade forms such as electrician registration materials.
Application process
Typical processing: Manufactured home ordinance says a new HUD-code manufactured home application is deemed approved unless denied in writing within 45 days from receipt
- 01 Obtain the applicable city form, such as the commercial building permit application or the manufactured home permit application.
- 02 Complete the application with project description, address, valuation, zoning, owner information, contractor information, and any floodplain information.
- 03 Submit construction documents and any other information required by the city or adopted codes. The ordinance says the application is filed with the city secretary.
- 04 Obtain approvals from the applicable departments before permit issuance. The posted commercial form shows office approval fields for plan review, public works, fire, and planning.
- 05 Pay the applicable fees. The commercial form shows permit, plan review, and utility-tap fee lines, and the ordinance says a permit is not valid until fees are paid.
- 06 Complete required inspections. The commercial form states all permits require final inspection and a certificate of occupancy must issue before occupancy.
