- Contractor registration materials
- Proof of liability insurance
- Trade licenses where applicable

- Applicants should verify the operative code set with Code Enforcement. Packet text still references 2012 International Building Code in some places, while the current residential plan review checklist states construction must meet 2018 IRC, 2018 IPC, 2020 NEC, 2018 IFGC, and 2018 IFC.
- Permit validity
- Residential, commercial, and trade packets state the permit expires six months from the issue date.
- Owner-builder
- The applications allow an owner or owner-authorized agent to apply. No separate public owner-builder affidavit or handbook was found in the reviewed materials.
- Contractor requirements
- All contractors working in Winnsboro are required to register with the city. Electricians, plumbers, and HVAC contractors must register but are exempt from the registration fee, and must provide state trade licenses and liability insurance. The commercial packet specifically calls for a licensed master electrician and a licensed plumber with RMP designation.
