When a permit is required
Permit triggers and exempt work for Grand Prairie
A building permit is required before constructing, enlarging, altering, repairing, moving, improving, removing, converting, or demolishing a building or structure, or installing, altering, or repairing regulated electrical, gas, mechanical, or plumbing systems (UDC Article 13, Sec. 13.1.1; 2021 IBC/IRC Section 105.1).
- Exempt Interior painting, wallpapering, tiling, carpeting, cabinets, counter tops, and similar finish work
- Exempt Ordinary minor repairs not involving structural changes or system alterations
- Exempt Replacement of equivalent hardware
Note: Grand Prairie's permitting scope is broader than default model-code exemptions. Explicitly requires permits for all roofing (including repair), all fences, all accessory structures regardless of size, all electrical/plumbing/mechanical work, and all decks/patios/porches. - Permit validity
- Expires if work does not commence within 180 days of issuance; expires if suspended/abandoned for 180+ days. One extension allowed for up to additional 180 days (must request in writing before expiration and justify by good cause).
- Owner-builder
- Grand Prairie allows permit applications by owner or authorized agent; property owner may apply for and pull their own permit. No published standalone owner-builder affidavit page.
- Contractor requirements
- Six registration categories (General, Electrical, Mechanical, Plumbing, Irrigation, Sign); registrations expire December 31 annually and must be renewed; license renewal copy required. Registrations initiated through CSS or in person at 300 W. Main St.

Application process
Typical processing: Approximately 5-10 business days for most residential permits; approximately 10 business days for residential new construction
- 01 Assemble required documents per permit type checklist.
- 02 Create CSS account at egov.gptx.org (approximately 5 minutes).
- 03 Log in and select appropriate permit type.
- 04 Complete application form with project details, address, square footage, valuation.
- 05 Upload plans and supporting documents in PDF format.
- 06 Submit application; city issues invoice through CSS.
- 07 Pay permit fee via CSS, in person, or by mail.
- 08 City reviews application; corrections may be requested.
- 09 Upon approval, permit is issued through CSS.
- 10 Post approved permit on site.
- 11 Schedule required inspections through CSS or 24-hour phone line.
