When a permit is required
Permit triggers and exempt work for Coleman
Coleman publishes a documented local construction-permit program. Its Development Services page lists construction permits, trade permits, demolition permits, house-moving permits, and certificates of occupancy, and states the city has adopted local building codes.
Note: No public Coleman-authored exempt-work list was found on the reviewed city pages. Because Coleman has adopted ICC codes, permit exemptions may exist inside the adopted code text, but the city did not publish a simple public exempt-work handout.

- Contractor requirements
- Permits are issued to licensed contractors, general contractors, and property owners. All contractors must register with the city. Licensed electricians and plumbers have no registration fee. Other contractors pay $50 for a two-year registration. Contractors must provide proof of insurance.
Application process

- 01 Review the Development Services page and contact the Building Official if the permit path is unclear.
- 02 Confirm applicant eligibility. Permits are issued to licensed contractors, general contractors, and property owners. Property owners may only work on homesteaded property.
- 03 Register the contractor if applicable and provide proof of insurance. All contractors must register, and all contractors must provide proof of insurance to work in Coleman.
- 04 Complete the building permit application and submit it with project information including applicant details, project address, work class, structure type, valuation, square footage, zoning, flood-zone status, utility/tap information, contractor list, and TDLR project number if applicable.
- 05 Pay the $25 application fee plus the applicable permit fee. If third-party review is necessary, plan review is charged at actual cost.
- 06 For new ground-up construction, attend the required preconstruction meeting with city planning and utility staff before work starts.
- 07 After issuance, schedule inspections by calling the city and providing at least 24 hours notice.
