When a permit is required
Permit triggers and exempt work for Port Lavaca
Code section 105.1 requires any owner or authorized agent intending to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or an electrical, gas, mechanical, or plumbing system, to first apply for and obtain the required permit. Most alterations, renovations, and repairs require a permit.
- Exempt Retaining walls less than 4 feet in height measured from the bottom of the footing to the top of the wall
- Exempt Water tanks on grade less than 5,000 gallons where the ratio of height to diameter or width is not greater than 2:1
- Exempt Above-ground swimming pools in Group R-3 occupancy less than 24 inches deep and less than 5,000 gallons
- Exempt Playground equipment accessory to detached one-family and two-family dwellings

- Ordinance G-4-13 (adopted September 9, 2013) adopts the 2012 International Building Code, 2012 International Residential Code, 2012 International Plumbing Code, 2012 International Property Maintenance Code, and 2008 National Electrical Code. Application process
Application → plan check → issuance → inspection → final
- 01 Confirm the project scope and whether a permit is required using the city's Activities Requiring Permits checklist.
- 02 Download the correct application package from Development Services. Separate forms are published for residential building permits, commercial building permits, and MEP permits.
- 03 Register any contractors with the City of Port Lavaca before submittal.
- 04 Complete the application, assemble required plans and documents, and ensure the application is complete before submission.
- 05 Submit through the SmartGov portal, at City Hall, or by email to buildingdepartment@portlavaca.org, depending on permit type and applicant preference.
- 06 Staff performs completeness review and plan review. Applicant receives comments and follow-up by email.
- 07 After approval, pay the permit fees. City then issues permit and receipt, and work may begin.
- 08 Keep the permit and approved plans on site and request inspections. Next-business-day inspections available if requested before 4:30 p.m. on prior business day.
