City of Elgin

Any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert, or replace electrical, gas, mechanical, or plumbing systems, requires a permit. Examples: foundation repair, roof replacement, window replacement, siding replacement, solar panels, service upgrades, line repairs, generators, bathroom upgrades, irrigation, flatwork, patios, decks, pools, storage units, HVAC replacement, water-heater replacement, and remodels or additions.

Note: Because Elgin's Building Division states permits are required for a very broad range of construction, repair, and MEP work, applicants should confirm any claimed exemption directly with the city before proceeding without a permit.

Building code

2020 NEC and 2021 International Codes, including 2021 IRC, IPC, IMC, IFGC, IECC, IEBC, IBC, ISPSC, IPMC, and IFC with the appendices listed on the Building Division page.

Permit validity

Permit expiration period not clearly posted on reviewed city pages. Confirm with Elgin before relying on an assumed expiration rule.

Owner-builder

The Building Division page provides an Owner's Authorization Form download for portal use.

Contractor requirements

Trade permit types are explicitly separated in the fee schedule. The city processes building, fire, electrical, mechanical, plumbing, fuel-gas, and sign permits through the Building Division. The reviewed pages do not publish a separate standalone contractor-registration instruction beyond portal use and permit categories.

The city fee schedule lists a 3% credit-card processing fee. All fees must be paid before permits are issued or before an item is scheduled for hearing, whichever applies.
