When a permit is required
Permit triggers and exempt work for Williamsburg County
A building permit is required for residential and commercial construction in unincorporated Williamsburg County.
- Exempt Detached residential structures ≤1 story, ≤800 sq ft, roof pitch ≤7/12, non-habitable may be permitted without Design Professional seal (local interpretation may vary)
- Exempt Attached residential structures ≤300 sq ft
- Exempt Open porch additions with or without roofs
- Exempt Deck additions
Note: Professional design exemptions may vary; confirm with Code Enforcement Office before proceeding.
- Detailed building plans prepared by a South Carolina licensed Design Professional (Architect or Engineer)
- Property plat or deed
- Site plan showing property lines and location of structure
- Flood Elevation Certificate for properties in FEMA A or AE flood zones
- Building code
- 2021 International Building Code (IBC 2021) with SC amendments; 2021 International Residential Code (IRC 2021) with SC amendments
- Contractor requirements
- Contractor must be licensed for the full dollar amount of the contract. Specialty contractor license valid only for work up to $5,000.

Application process
Application → plan check → issuance → inspection → final
- 01 Obtain a Building Permit application from the Code Enforcement Office at 201 W Main Street, Suite 121, Kingstree
- 02 Submit completed application with required documents (building plans, property plat or deed, site plan, flood elevation certificate if applicable)
- 03 County reviews plans for compliance with building codes (2021 IBC and IRC with SC amendments)
- 04 Permit is issued upon approval
- 05 Property owner or licensed contractor may begin construction

Typical sequence: Footing Inspection: all required rebar must be in place with 3 inches clearance from earth. Framing Inspection: must occur prior to any felt or building wrap application.
