When a permit is required
Permit triggers and exempt work for Orangeburg County
A building permit is required for construction, enlargement, renovation, moving, or change of occupancy of any building or structure in unincorporated Orangeburg County.
Note: Exempt from building permit does not mean exempt from zoning and planning requirements. Contact County Permits & Inspections for clarification on specific projects.

- Zoning Application (if applicable)
- Tax map number or active permit number
- Construction plans or drawings
- Contractor Representative Form (if applicable)
- Wastewater Disposal System Verification Form (if applicable)
- Proof of property ownership or authorization
- Building code
- 2021 South Carolina Building Code (based on IBC 2021 with state amendments), effective January 1, 2023.
- Permit validity
- Permit expires if construction does not begin within prescribed timeframe; contact county for specific durations.
- Owner-builder
- Homeowners may obtain permits to perform work on their own residence provided the home is not offered for sale or rent for two years after completion.
- Contractor requirements
- General contractors must be licensed by the South Carolina Contractor's Licensing Board for work exceeding $500.
