When a permit is required
Permit triggers and exempt work for Washington County
County sources do not publish a separate county-level trigger list for private building permits because permits are issued by municipal governments.
Note: Exemption questions belong to the municipality with jurisdiction over the property.
- Building code
- Municipalities in the county enforce the Pennsylvania UCC.
- Contractor requirements
- State-level rules still apply, including PA HIC registration where applicable.
Application process
Application → plan check → issuance → inspection → final
- 01 Determine the actual local municipality for the property; Washington County official sources indicate permit issuance occurs at the municipal level.
- 02 Apply to the relevant township, borough, or city, or to any third party code official designated by that municipality.
- 03 Use the County Planning Commission only for county planning resources, maps, and municipal directory information as needed.
