When a permit is required
Permit triggers and exempt work for Carbon County
General building permits are handled at the municipal level in Carbon County, subject to the Pennsylvania UCC and each municipality's chosen administration model.
Note: Applicants should check the relevant municipality and, if applicable, the PA UCC.
- Building code
- Pennsylvania Uniform Construction Code at the municipal enforcement level unless a municipality has opted for state or third-party administration.
- Contractor requirements
- Pennsylvania HICPA registration applies where required.
Application process
Application → plan check → issuance → inspection → final
- 01 Determine the municipality in which the property is located.
- 02 Use that municipality's permit process, not a countywide general building permit office.
- 03 Separately confirm whether county-level planning, sewage, floodplain, road, or recording requirements apply to the specific project.
- 04 Obtain municipal permits and inspections before work starts.
- 05 Do not rely on Carbon County as a substitute for municipal UCC permitting unless an official municipal or state source expressly says the county has a role for the project.
