When a permit is required
Permit triggers and exempt work for Butler County
Countywide building-permit requirements do not exist as a separate county program for unincorporated Butler County. Building permits are issued by the relevant municipality. Permit triggers depend on the actual municipality.
Note: Building permits are not issued at the county level for unincorporated areas. All building permit requirements are determined by the applicable municipality.
- Building code
- Butler County does not serve as the general UCC permit issuer for countywide building permits. Municipalities enforce the Pennsylvania UCC through their own arrangements.
- Contractor requirements
- Municipality-specific permit rules apply. For residential home improvement work over $5,000, Pennsylvania Home Improvement Contractor registration requirements may apply at the state level.

Application → plan check → issuance → inspection → final
- 01 Identify the actual municipality where the property is located by using the Butler County municipalities directory.
- 02 Apply to that municipality's permit authority, not Butler County, for building permits and inspections.
- 03 If the project also involves subdivision or land development, coordinate with Butler County Economic Development and Planning for county planning review where required.
