When a permit is required
Permit triggers and exempt work for Tillamook County
Building permits required for all construction in unincorporated Tillamook County
- Exempt Manufactured dwelling placement permits available
- Exempt Sheds and accessory structures: Generally exempt if under 200 sq ft and have no electrical, plumbing, or HVAC systems
- Completed permit application

- Construction plans
- Official survey (required for any new construction or alterations that increase structural area toward any lot line)
- Building code
- 2014 Oregon Specialty Codes (structural, residential, plumbing, electrical, mechanical, energy efficiency)
- Permit validity
- Permits valid for 180 days from issuance. First approved inspection must occur within 180 days or permit expires. Each approved inspection extends permit another 180 days.
- Contractor requirements
- Oregon Construction Contractors Board (CCB) license required for most construction work
Application process
Application → plan check → issuance → inspection → final
- 01 Schedule an appointment with Tillamook County Community Development for permit submittal
- 02 Submit complete application package (incomplete applications will not be accepted)
- 03 County staff reviews for completeness and routes for required approvals
- 04 Upon permit issuance, pick up permit within 5 business days or it will be mailed
- 05 Schedule inspections as needed for foundation, framing, trades, and final approval
- 06 Maintain continuous work; 180-day gaps between inspections will cause permit to expire
Fee schedule
Effective April 1, 2025
Contact county for current fee structure. Excise taxes apply: $1.45/sq ft for residential; $0.72/sq ft for nonresidential.
