When a permit is required
Permit triggers and exempt work for Lake County
Permits required for all new construction in unincorporated Lake County, including structural changes, plumbing installations or alterations, mechanical (HVAC) installations or alterations, electrical installations or alterations, new buildings or structures (including sheds >200 sq ft, carports, garages), decks and elevated structures >30 inches above grade, demolition work, and land use/zoning changes.
Note: No exempt construction: Oregon law does not allow permit-free residential building statewide.
- Owner's full name, address, and telephone number
- Contractor's current Lake County license (if using contractor; affidavit required)
- Owner-builder affidavit if owner performing work
- Detailed plans/drawings appropriate to project scope
- Land use compatibility statement (LUCS) if required
- Description of work to be performed
- Proof of property ownership or authorization
- Building code
- Oregon Residential Specialty Code (ORSC), Oregon Structural Specialty Code (OSSC), Lake County Unified Development Ordinance No. 2560
- Permit validity
- Expires if work not started within 180 days of issuance or abandoned for 180 days after commencement
- Owner-builder
- Owners may construct one residence every seven years if approved by the Unincorporated Licensing Board (affidavit required). Owner must notify building office 24 hours in advance when ready for inspections.
- Contractor requirements
- All contractors must hold current Oregon Construction Contractors Board (CCB) license.
Application process
Typical processing: 30 days from application receipt
- 01 Obtain application form from Lake County Building Department.
- 02 Prepare detailed plans/drawings appropriate to project scope.
- 03 Prepare owner's affidavit or contractor license documentation.
- 04 Submit application with all required documents to Lake County Planning and Building Department.
- 05 Application reviewed by Zoning and Building Divisions.
- 06 Approval notification issued.
- 07 Applicant has 30 days to pick up approved permit and pay fees.
- 08 Work must begin within 6 months of permit issuance.
