When a permit is required
Permit triggers and exempt work for Klamath County
A building permit is required for all construction projects in unincorporated Klamath County.

- Proof of property ownership or authorization
- Plan review fee deposit

- 2023 Oregon Residential Specialty Code (ORSC) and 2023 Oregon Structural Specialty Code (OSSC)
- Permit validity
- Permit applications expire if permit is not obtained within 180 days of acceptance as complete. Issued permits expire and become void if construction is not started within 180 days or is suspended/abandoned for 180+ days.
- Contractor requirements
- All contractors must hold valid Oregon Construction Contractors Board (CCB) license.
Application process
Application → plan check → issuance → inspection → final
- 01 Submit Structural Building Permit Application with required documentation
- 02 Provide site/plot plan drawn to scale showing lot, building setback dimensions, property corner elevations, easement locations, driveways, structure footprint, wells/septic systems, utility locations, direction indicator, lot area, impervious area, existing structures, and surface drainage
- 03 Submit plan review fee deposit with plans (per OSSC §109.2.1 and ORSC §109.2.1)
- 04 Complete plan review process
- 05 Upon approval, building permit is issued and work may commence
- 06 Schedule inspections at required intervals; permit holder must request inspections before proceeding with each phase

Community Development Fee: 0.3% of project valuation (effective July 1, 2013)
