When a permit is required
Permit triggers and exempt work for Philomath
Building permits required for structural, electrical, mechanical, plumbing work within city limits. Floodplain Development Permit required for all activities within floodplain (fill, structures, fences, etc.) whether or not building permit required.
- Exempt Floodplain Development Permit required for any activity in designated floodplain areas
Note: Flood Insurance Rate Map (FIRM) available — contact Building Department for floodplain determination.

Application process
Application → plan check → issuance → inspection → final
- 01 Submit application via statewide ePermitting system or in hard copy.
- 02 Licensed contractors and homeowners can submit electronically.
- 03 Plan review conducted by Benton County per City/County agreement.
- 04 Building inspection conducted by Benton County.
- 05 Final city inspections (planning/public works) must be scheduled separately by contacting buildingpermits@philomathoregon.gov.

Typical sequence: Building inspection automatically scheduled through ePermitting for all projects. Commercial plumbing inspections: minimum once per week (Wednesdays), more frequent if available. Other inspections scheduled as inspector availability permits. Final city planning/public works inspections cannot be auto-scheduled through ePermitting. Date and time of inspections not guaranteed.
