When a permit is required
Permit triggers and exempt work for Wood County
Wood County states all construction must meet applicable code requirements and issues permits for building, plumbing, heating, electrical, fire alarm, sprinkler, demolition, sign, and related work. Administrative code states all structures covered by the Wood County Residential and Ohio Building Codes must have zoning permit and driveway or culvert permit approvals before a building permit can be issued.
Note: No single county webpage published a full exemption list. Public county materials instead describe permit-required categories broadly. Applicants in unincorporated Wood County should confirm exemptions directly with Wood County Building Inspection and the applicable township zoning authority.
- Appropriate permit application
- Calculated fee
- Zoning permit copy
- Drawings (two sets for residential building permits; three sets for commercial hard-copy building permits)
- Specifications where applicable
- Permit numbers for sanitary sewer, water tap, or EPA septic permits when required
- Building code
- Wood County publicly states 2024 Ohio Building Code for commercial projects. Residential guidance still labels 2019 Residential Code of Ohio for one-, two-, and three-family dwellings. Administrative code also references the most current codes adopted by the Ohio Board of Building Standards and Wood County.
- Permit validity
- Permits expire within one year from issue date if work has not commenced or lacks progress.
- Owner-builder
- Wood County administrative code states the owner of a single-family dwelling does not need to be registered to personally perform work on premises occupied or to be occupied by that owner, but all permit and inspection requirements still apply.
- Contractor requirements
- Wood County requires contractor registration for compensated permit work ($50 per year; $25 renewal thereafter, expiring December 31). Electrical, plumbing, heating, and hydronics contractors must provide verification of current State of Ohio licensure.
Application process
Application → plan check → issuance → inspection → final
- 01 Determine the township zoning authority, if any. Wood County's zoning-board list states local zoning approval is required before filing a building-permit application for residential or commercial projects.
- 02 Obtain any required township zoning permit, and also obtain sewer, water-tap, or septic approvals where required.
- 03 Select the correct Wood County permit application and prepare the submittal package. Residential projects require the proper application, fee, and two sets of drawings; commercial projects may be submitted online or by hard copy, with hard-copy submissions requiring three sets of drawings and, where required, sealed design documents.
- 04 Submit through the online contractor portal or by hard copy to Wood County Building Inspection. Online applications and construction documents must be uploaded through the online contractor portal and will not be accepted by email.
- 05 Pay the permit fee. For commercial online submittals, the portal redirects applicants to payment by credit card, debit card, or e-check.
- 06 Monitor plan-review status and respond to corrections. Applicants are responsible for checking status.
- 07 After issuance, keep approved plans at the job site, call for required inspections, complete corrections as needed, and obtain final approval or certificate of occupancy/completion where applicable.
