When a permit is required
Permit triggers and exempt work for Lake County
County-issued permits are required for building work in county-served jurisdictions and for separate electrical, HVAC, hydronics, plumbing, fuel-gas, and other trade scopes where applicable.
Note: No single consolidated exempt-work list was published on reviewed county pages. Verify project-specific exemptions directly with Lake County before proceeding without a permit.
- Completed permit application
- Complete construction plans
- Site plan
- Local zoning approval or zoning contact note
- Applicable utility, stormwater, soil and water, and health district approvals
- Trade applications and diagrams for certain work (for example generators or services over 200 amps)
- Building code
- County administers Ohio Residential Code for residential work and Ohio Building Code for commercial work, with applicable Ohio state fees and fire requirements.
- Permit validity
- County permits become null and void if work is not commenced within 12 months or is suspended or abandoned for 180 consecutive days after commencement.
- Owner-builder
- Owners of one-, two-, or three-family dwellings may perform specialty work under county homeowner waiver rules by signing the county waiver and accepting responsibility.
- Contractor requirements
- Contractors must register annually with the county. County packet states bonding and insurance are not required for county registration itself, but specialty contractors must present applicable Ohio state licenses or approved equivalent registration. 2026 contractor registration fee is $130.
Application process
Application → plan check → issuance → inspection → final
- 01 Confirm property is in a county-served jurisdiction and identify correct local zoning authority.
- 02 Obtain local zoning approval where required and gather outside agency approvals needed for site plan.
- 03 Submit county permit application and full plans at the counter or through county DocUpload portal.
- 04 Pay county review fee at initial submittal.
- 05 Address review corrections and any remaining outside approvals.
- 06 Pay remaining permit fees and print emailed permit/job-copy documents for onsite use when submitted online.
- 07 Schedule required inspections and obtain final approval before occupancy or completion.

Review fee due at initial application. Credit card processing fee is greater of 2.5% or $2.00. Paper submittals incur digital fees. Permit fees are nonrefundable.
