When a permit is required

- Exempt One-story detached accessory structures under 200 square feet
- Exempt Fences not over 7 feet high in Delaware County
- Exempt Small detached decks meeting the county exemption criteria
- Exempt Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
- Exempt Certain low-risk electrical items listed in the county exempt-from-approval handout
- Exempt Installation or replacement of a driveway or other culvert already subject to Delaware County Engineer review/permitting (Liberty Township)
Note: Lewis Center is not its own permit jurisdiction, so exemptions must be checked against Delaware County standards and the governing township rules.
- County: PDF plan set and supporting documents per county naming/submittal rules
- Township zoning: varies by Orange or Liberty Township permit type and checklist
- Building code
- Delaware County applies the latest adopted Residential Code of Ohio for one-, two-, and three-family dwellings and latest Ohio Building Code for other structures.
- Permit validity
- County fee schedules state fees are not refunded on expired permits, but the public-facing county pages do not state the standard expiration interval. Township zoning validity varies by township and permit type.
- Owner-builder
- County owner affidavit allows owners to perform work themselves or under their direct supervision, while requiring licensed contractors to obtain their own permits when applicable.
- Contractor requirements
- County publishes contractor registration materials but does not summarize all categories on the main pages. Liberty Township states commercial permits can require licensed state contractors in city contexts only where applicable; Lewis Center building permits are county-based.
