When a permit is required
Permit triggers and exempt work for East Bend
East Bend requires a certificate of zoning compliance before a building or other structure is erected, moved, added to, or structurally altered, or before a change in use of any building or land. After receiving the zoning compliance certificate, a building permit must be obtained pursuant to the North Carolina State Building Code.
- Exempt Historical markers, regulatory signs, public interest signs, and warning signs erected and maintained by the town or state or an authorized agent
- Exempt On-premises directional signs not exceeding 4 square feet and 4 feet in height
- Exempt Identification signs not exceeding 2 square feet and 2 feet in height
- Exempt Incidental signs
- Exempt Flags on permanent poles
- Exempt Temporary signs specifically allowed without a permit under Article X, including qualifying campaign signs, qualifying real estate signs, qualifying construction signs, qualifying farm product signs, qualifying special event signs or banners, and required public notices
- Exempt State building-permit exemption work under N.C.G.S. 160D-1110(c) may apply for qualifying low-cost work that does not trigger the listed exceptions

- NC general contractor license required at $40,000 and above; state-licensed electrical contractors required for electrical work.

- 01 Contact East Bend Town Hall or the Zoning Administrator before starting work.

- 06 Coordinate county construction inspections and any local occupancy verification.
