When a permit is required
Permit triggers and exempt work for Sampson County
A permit is required to locate, erect, construct, enlarge, alter, repair, relocate, or change occupancy of a building. Separate electrical, plumbing, heating, air conditioning, sprinkler, and building permits are required for the specific work types.

- Permit validity
- The county fee schedule includes a renewal fee for expired permits, so permits can expire, but the public pages reviewed do not publish a single universal expiration period.
- Owner-builder
- County publishes owner exemption forms. The owner exemption affidavit is the standard North Carolina owner-builder route and requires owner supervision and occupancy conditions under state law.
- Contractor requirements
- The county requires contractor information on permit applications and publishes a Worker's Compensation Form. For electrical work, the county states a licensed electrical contractor is required, with a homeowner exception when the owner owns the land and personally occupies the structure. North Carolina general contractor licensing applies for projects of $40,000 or more.
