When a permit is required
Permit triggers and exempt work for Person County
Person County requires permits before construction, reconstruction, alteration, repair, movement, removal, or demolition of buildings, and for plumbing, HVAC, and electrical system work. County zoning permits apply to structures and uses regulated by the county planning ordinance.
- Exempt Repair of non-load-bearing and non-structural components

- Person County enforces the North Carolina State Building Code. The 2018 code remains the currently effective statewide mandatory code pending the delayed mandatory effective date of the 2024 code.
- Permit validity
- County zoning permits expire 1 year after issuance unless work has substantially commenced. Once work has substantially commenced, the permit remains valid through project completion unless work is suspended or abandoned for 12 months. County building permits follow N.C.G.S. 160D-1111, under which a permit expires after 6 months if work has not commenced and expires after a 12-month discontinuance once work has begun.
- Owner-builder
- Owners may act as their own general contractor if they own the land, will personally occupy the structure for 12 months after completion, and submit an owner's affidavit. Homeowners may perform plumbing, HVAC, and electrical work on their primary dwelling with the proper trade permit.
- Contractor requirements
- Licensed NC general contractor required over $40,000 project cost. Licensed plumbing, HVAC, sprinkler, and electrical contractors required for those trades except for the limited homeowner exceptions.
Application process
Typical processing: No standard county building-permit processing estimate was posted. County sign permit guidance uses approximately 5 to 7 business days for that permit class. Scheduled inspections are completed within 3 working days.
- 01 Start with Environmental Health if the property is not on municipal water and sewer, per the county planning page.
- 02 Obtain county zoning approval using the applicable county land-use application. County checklist says properties outside Roxboro city limits use county zoning contacts.
- 03 Prepare the county building submission package: general information sheet, completed building permit application, contractor signatures, Premise ID if applicable, lien agent number for projects over $40,000, plans or drawings if applicable, and scope of work if applicable.
- 04 Submit the building permit application through the shared EnerGov portal, in person at the inspections office, or by emailing inspections@personcountync.gov.
- 05 Pay county zoning and county inspections fees, then keep approved plans on site for inspections.
- 06 Schedule required county inspections with 24-hour notice. Final county inspection comes after zoning and Environmental Health finals where applicable.
