- Owner-builder
- Person County allows an owner to act as their own general contractor for a home, addition, or accessory structure if they own the land, personally occupy the structure for 12 months after completion, and submit an owner's affidavit. Homeowners may do plumbing, HVAC, and electrical work on their primary dwelling with the proper trade permit.

Application process
Application → plan check → issuance → inspection → final
- 01 Determine whether Environmental Health review is required first. County planning advises applicants to start construction plans with Environmental Health if the property is not served with municipal water and sewer.
- 02 Obtain county zoning approval. County building permit checklist routes applicants to county zoning contacts. County planning publishes land-use zoning applications for dwellings, additions, and accessory structures.
- 03 Assemble the county building package: general information sheet, completed building permit application, all contractor signatures, Duke Premise ID if applicable, lien agent entry number for projects over $40,000, plans or drawings if applicable, and scope of work if applicable.
- 04 Submit the building permit to Person County Inspections through the EnerGov portal, in person, or by emailing inspections@personcountync.gov.
- 05 Pay applicable county zoning and county inspections fees.
- 06 Keep approved plans on the site and schedule inspections with the county using the permit number. Final building inspection requires zoning and Environmental Health finals first.
