When a permit is required
Permit triggers and exempt work for Raeford
A zoning development permit is needed for all new development, for placement of accessory structures, for development that changes a building footprint, and for changes in use. The city enforces NC Building Codes for permitting and inspections.
Note: State permit exemptions may apply under N.C.G.S. 160D-1110(c) for work costing $40,000 or less in a single-family residence, farm building, or commercial building when the work does not involve load-bearing structural work, design changes to plumbing, design changes to HVAC or electrical systems, prohibited materials, added roofing, or fire-code-triggering changes. - The city building permit form includes an owner statement for construction performed by a property owner who is not a NC licensed general contractor. - NC general contractor licensure is required by state law for projects costing $40,000 or more. Electrical contractors must be state licensed. Note: The city's posted building permit form contains older text stating $30,000 threshold; the state statute ($40,000) is the controlling source.

- 03 Submit the permit package to the Planning, Zoning & Inspections office at 701 S Main Street or by the contact methods shown on the forms.
- 04 City staff review the application for zoning and code compliance and calculate permit fees.
- 05 Pay permit fees before issuance.
- 06 Coordinate required inspections directly with city Code Administration during construction.
