When a permit is required
Permit triggers and exempt work for Harnett County
Permits are needed for construction and related work involving structures, trades, septic, wells, and many site-related improvements.
- Exempt Residential fence construction on lots is not regulated by Harnett County and no fence permit is required, subject to easement, right-of-way, and sight-triangle limits.

- 03 Submit a commercial land use application with approved site plan to Central Permitting.
- 04 Complete Environmental Health and or Harnett Regional Water review as applicable.
- 05 Submit building plans for county building, fire marshal, and other reviews as applicable.
- 06 Receive permit issuance after all required reviews, fees, and documents are complete.
