When a permit is required
Permit triggers and exempt work for Washington
Exterior improvements, new construction, changes in materials, and alterations in the historic district require review. Interior improvements do not require a COA.
- Exempt Interior work is not subject to the historic district COA requirement per the city brochure.
- Exempt Ordinary maintenance or repair that does not change design, materials, or outer appearance is treated as a minor activity in the brochure.

- North Carolina general contractor license is required for projects valued at $40,000 or more.
Application process
Application → plan check → issuance → inspection → final
- 01 Determine whether the work is in the historic district or otherwise subject to city zoning or preservation review.
- 02 Some projects also require permits from the city's Inspection Division.
- 03 For building permit work not handled as a city-only process, Beaufort County Building Inspections should be used as the local building permit authority unless the city provides a separate building permit path.
