When a permit is required
Permit triggers and exempt work for Alleghany County
A permit is needed for new construction and for covered additions or misc work such as garages, carports, utility buildings, decks, roofing, and commercial work.
- Exempt Decks and utility buildings under 200 square feet are implied to be below the county permit threshold
- Exempt State-owned buildings are exempt from city and county permits under NC law
- Exempt Owner-exempt structures may still need county review, but the owner can claim the NC general contractor exemption if the statutory affidavit requirements are met
- County application
- Health department approval number for septic/well work
- Lien agent filing for projects over $40,000
- Signed and sealed engineered plans for commercial work over $90,000 or modular structures
- Engineer-sealed connection drawings for log structures
- Owner exemption affidavit if claiming owner-builder exemption
- Appendix H affidavit for existing on-site wastewater system when applicable
- Energy efficiency certificate posted for final inspection

- Permit validity
- Permit fees must be paid within seven days of application or the permit is void.
- Owner-builder
- The owner must personally superintend and manage all aspects of construction, be on site regularly, be personally present for inspections unless architect-sealed plans were used, and occupy the building for 12 months after completion.
- Contractor requirements
- Contractor and trade license numbers are requested on the application. Licensed electricians, plumbers, and mechanical contractors are responsible for calling their own inspections.
Application process
Application → plan check → issuance → inspection → final
- 01 Go to Appalachian District Health Department first to obtain approval and a health department number for sewage disposal.
- 02 Call or visit the county Planning and Inspection office to receive the permit packet.
- 03 Complete the application.
- 04 If the project is over $40,000, set up a lien agent account at liensnc.com and print the "DO NOT REMOVE, PRINT AND POST" page before permit issuance.
- 05 If the structure is commercial over $90,000 or is a modular, submit full signed and sealed engineered plans. Log structures need engineer-sealed connection drawings.
- 06 County staff reviews the application and supporting documents.
- 07 Permit is issued in person. Structural permits are done in person in the office.
