When a permit is required
Permit triggers and exempt work for Lewis County
A building permit is required for work that must conform to the NYS Uniform Building Code, including additions, habitable residential structures, most larger accessory structures, system replacements affecting structural, plumbing, electrical, gas, mechanical, or fire-protection components, pools over 24 inches, hot tubs and spas, window replacement, septic systems, solid-fuel appliances and chimneys, changes of use or occupancy, interior reconfigurations affecting egress, solar and wind systems, demolition, and all commercial work.
Note: Lewis County maintains a Building Permit Quick List identifying work requiring permits. Some work may be exempt from the state code but still subject to local municipal land-use laws. Confirm with Lewis County and the project town before proceeding.

Fee schedule
Effective July 1, 2025
Sample flat fees include $75 for change of use/occupancy, $35 for swimming pool, $40 for solid-fuel device/chimney, $50 for residential septic alteration/system, and $30 for demolition. Confirm current fee schedule with the department.
