When a permit is required
Permit triggers and exempt work for Ruidoso
All new construction, additions, structural alterations, change of occupancy, demolition, re-roofing (beyond maintenance), installation of HVAC systems, solar energy systems, swimming pools and hot tubs, retaining walls over 4 feet, decks, and accessory structures require building permits within Ruidoso village limits. Manufactured/modular home placement requires permits. Projects involving any structural work require permits even if work is interior.
- Completed permit application form
- Site plan (property survey or plot plan showing setbacks, lot lines, existing structures, driveways, utilities, and proposed construction footprint)
- Architectural floor plans and elevations (minimum 1/4"=1'0" scale)
- Foundation plan and structural details
- Roof framing plan (with snow load calculations; Ruidoso sits at approximately 6,900-7,500 ft; design snow loads typically 40-60 psf)
- Energy compliance documentation (REScheck or equivalent)
- Geotechnical/soils report (required for hillside sites, cut/fill slopes, or sites with suspected unstable soils)
- Wildland-Urban Interface (WUI) construction compliance documentation
- Contractor CID license number or owner-builder affidavit
- Proof of water: RUIDOSO MUNICIPAL WATER SERVICE connection or well permit documentation
- Proof of sewer: Village of Ruidoso wastewater connection or NMED septic approval
- Building code
- 2021 NM Residential Building Code (including WUI provisions of Chapter 7A), 2021 NM Commercial Building Code, 2021 NM Plumbing Code, 2021 NM Mechanical Code, 2020 NM Electrical Code, 2021 NM Energy Conservation Code
- Permit validity
- Permits expire if construction does not commence within 180 days of issuance or if active construction is suspended for more than 180 days.
- Owner-builder
- NM CID owner-builder rules apply (14.5.2.18 NMAC). Must occupy as primary residence; one permit per 12 months; owner-builder affidavit required.
- Contractor requirements
- All contractors must hold a valid NM CID license. License number must appear on all permit applications.
Application process
Typical processing: Residential permits: approximately 10-20 working days for plan review. Commercial or complex residential (multi-story, hillside): 3-6 weeks. Contact the Building Division for current workload status.
- 01 Review the Village of Ruidoso Zoning Ordinance to confirm zoning district, setbacks, height limits, and allowable uses for the subject parcel.
- 02 Contact the Building Division to confirm permit requirements and obtain the current application package, submittal checklist, and plan requirements for your project type.
- 03 Prepare required construction documents: site plan, architectural/structural drawings, energy compliance documentation, and soils or geotechnical report if required (required for hillside sites).
- 04 Submit the completed application with all required documents and the plan check fee to the Building Division in person at 313 Cree Meadows Drive.
- 05 Staff reviews for completeness and routes plans for code compliance review. For commercial projects and larger residential projects, plan review may take 3-6 weeks.
- 06 If corrections are required, applicant submits revised plans. A re-review fee may apply for subsequent review cycles on commercial projects.
- 07 Upon plan approval, pay the permit fee balance. The permit is issued; post the permit card at the job site before commencing construction.
- 08 Schedule required inspections as construction progresses.
- 09 Upon passing all required inspections, the Building Division issues a Certificate of Completion.
- 10 For occupancy of new construction, the NM CID Certificate of Occupancy is required after the Village Certificate of Completion.
