When a permit is required
Permit triggers and exempt work for Hidalgo County
Permits are required for all new construction, additions, alterations, repairs, demolitions, and all electrical, plumbing, and mechanical work within Playas.
Note: No specific exemptions listed for Playas. Given the training center use, fire safety and structural integrity are particularly important. NM Tech may require fire marshal review or enhanced life safety standards beyond base code.
- Completed NM CID building permit application or notarized homeowner application for owner-builder projects (if applicable)
- Site plan showing property lines and dimensions, existing and proposed structures, setbacks from all property lines, easements, road access, and utilities
- Construction drawings: floor plans, elevations, sections, structural details, dimensions, and materials specified
- Contractor NM license number and license type, or notarized homeowner application
- Legal description of property from deed or survey
- Proof of ownership or authorization from owner

- Building code
- NM CID building codes apply: 2021 International Residential Code (IRC), 2021 International Building Code (IBC), 2020 National Electrical Code (NEC), 2021 International Mechanical Code (IMC), 2021 International Plumbing Code (IPC). NM Tech may impose additional design and construction standards as conditions of approval, consistent with its training center mission.
- Permit validity
- Permits expire if work has not commenced within 180 days of issuance, or if work is abandoned or suspended for 180 days or more. Extensions may be granted by CID on written request.

- Contractor requirements
- All contractor work must be performed by a contractor licensed with NM RLD Construction Industries Division.
