When a permit is required
Permit triggers and exempt work for Hidalgo County
Permits are required for all new construction, additions, alterations, repairs above a minor threshold, demolitions, manufactured/mobile home installations, and all electrical, plumbing, and mechanical work in the Animas area. Agricultural structure exemptions from CID permit requirements may apply to certain structures; confirm with CID.
- Exempt Certain agricultural structures where the structure is not used for human habitation, is not a place of employment, and qualifies under IRC/IBC agricultural exemption provisions (confirm with CID)
- Exempt Certain structures on land subject to conservation easements may have restricted exemptions (verify easement status before applying)
Note: Agricultural structure exemptions are particularly relevant for the Animas Valley, where cattle ranching is the primary land use. Confirm specific agricultural exemptions with CID for barns, corrals, pens, and equipment shelters. Some land in the area carries conservation easements; confirm easement status and any covenant restrictions before applying for permits.

- Scheduling deadline
- Clients should plan for CID inspections to be batched and scheduled with significant advance notice (2+ weeks recommended). CID inspectors may visit the area on a set schedule (e.g., once per month or on-demand with 2-week notice).
Typical sequence: Typical sequence: 1) Foundation/footing (before concrete pour), 2) Underground plumbing and electrical (before backfill), 3) Rough framing (before insulation or drywall), 4) Rough plumbing, mechanical, and electrical (before concealment), 5) Insulation (before drywall), 6) Drywall/lath (if applicable), 7) Final building inspection (all work complete, ready for occupancy).
Given the distance from Las Cruces (165+ miles) and the remote character of the Animas Valley, clients should plan for CID inspections to be batched and scheduled with significant advance notice. Notify CID inspector of road conditions, access limitations, and GPS coordinates or detailed driving directions. Many properties in the Animas Valley involve unpaved county roads that may be impassable after heavy rains or snow.
