When a permit is required
Permit triggers and exempt work for Mosquero
Same CID requirements as unincorporated Harding County: new construction, additions, alterations changing structural system or occupancy, re-roofing, demolition, electrical service installations, plumbing rough-in, HVAC installations, wood stoves, solar PV, manufactured homes.
- Exempt Same statewide CID exemptions apply as for unincorporated Harding County: one-story detached accessory structures under 120 sq ft with no utilities; certain agricultural buildings; ordinary repairs not involving structural changes or new utilities
Note: Village of Mosquero may have local zoning ordinance imposing additional setback or use requirements. Always confirm both CID exemptions and any local requirements with Village Clerk before assuming exemption applies.
- Completed CID General Building Permit Application
- Two (2) sets of construction drawings
- Site plan showing property lines, setbacks, existing structures, proposed footprint, utilities, well/septic locations
- Soils/foundation information if applicable
- Energy compliance documentation (NMAC 14.5.2)

- Owner-builder affidavit if pulling homeowner permit

- Permit validity

- Owner-builder
- Same NMAC 14.5.2.18 provisions as unincorporated county. Property owner may act as own general contractor for primary-residence single-family dwelling. One permit per 12 months. Must hire licensed subcontractors for specialty trades unless owner holds licenses.

- Same CID license requirements as unincorporated county: GB-2, GB-98, GB-1, or equivalent trade classifications.

Application process

- 01 Contact Village of Mosquero Clerk at (575) 673-2322 to determine whether village requires any local approval, zoning clearance, or development review. - 02 Concurrently contact CID Las Vegas Regional Office at (505) 425-8823 to begin CID permit process (required regardless of local approvals).
- 03 Confirm property is in Village of Mosquero limits (not unincorporated Harding County).
- 04 Determine permit type(s): General Building, Electrical, Plumbing, Mechanical/HVAC.
- 05 Prepare required documents: CID permit application form, two sets of construction drawings, site plan, soils/foundation information if applicable, energy compliance documentation, contractor CID license number, owner-builder affidavit if applicable.
- 06 Submit application and documents through CID online portal or to Las Vegas Regional Office.
- 07 Pay plan review fee at time of submittal.
- 08 CID performs plan review.
