When a permit is required
Permit triggers and exempt work for Salem
Construction permits required for all regulated work per New Jersey Uniform Construction Code.
- Exempt Ordinary maintenance per N.J.A.C. 5:23-2.14

- UCC Construction Permit Application (F100)
- All required subcode technical sections
- Site plans and construction drawings
- NJ licensed architect or engineer seal when required
- Plot plan/survey showing structures, setbacks, easements
- Building code
- New Jersey Uniform Construction Code (UCC)
- Permit validity
- 12 months from date of issuance or last approved inspection. Extensions may be granted by Construction Official.
- Owner-builder
- Owner-builders must comply with NJ home improvement contractor registration requirements.
- Contractor requirements
- Licensed contractors required. Home improvement contractors must be registered with NJ Division of Consumer Affairs.

Application process
Typical processing: 20 business days for standard applications per N.J.A.C. 5:23-2.15
- 01 Complete UCC Construction Permit Application (F100).
- 02 Prepare all required subcode technical sections.
- 03 Submit applications at either: Salem City Construction Code Office (125 W Broadway, Wednesdays 1:00-3:00 PM) OR Mannington Township Construction Office (491 Route 45, Wednesdays 8:30 AM-12:00 PM).
- 04 Pay applicable fees per State DCA schedule.
- 05 DCA will conduct plan review (20 business days standard).
- 06 Respond to any correction comments.
- 07 Receive permit issuance.
