When a permit is required
Permit triggers and exempt work for Douglas County
A building permit is required for construction of new buildings or structures, additions, alterations, repairs, remodels, moving or demolishing structures, changing occupancy, installation/alteration/repair of electrical/plumbing/mechanical systems, fuel gas systems, structural modifications, roofing over 10 squares or $2,000 valuation, retaining walls over 4 feet, fences over 6 feet, decks, patios, swimming pools, and grading operations.
- Exempt One-story detached accessory buildings (tool sheds, playhouses) not exceeding 200 square feet
- Exempt Fences not over 6 feet in height
- Exempt Oil derricks
- Exempt Movable cases, counters, and partitions not over 5 feet 9 inches high
- Exempt Retaining walls not over 4 feet in height unless supporting a surcharge or impounding Class I, II, or III-A liquids
- Exempt Water tanks supported directly upon grade with capacity not exceeding 5,000 gallons
- Exempt Platforms, walks, and driveways not more than 30 inches above grade
- Exempt Painting, papering, and similar finish work
- Exempt Window awnings projecting not more than 54 inches
- Exempt Prefabricated swimming pools with walls entirely above adjacent grade and capacity not exceeding 5,000 gallons
- Exempt Non-structural work up to $2,000 valuation for Group R-3 and Group U occupancies
- Exempt Re-roofing up to 10 roofing squares in any 12-month period for Group R-3 and Group U occupancies
Note: Separate plumbing, electrical, and mechanical permits may still be required for exempted items unless otherwise exempted. Exemption from permit requirements does NOT grant authorization for work done in violation of building code or other local, state, or federal requirements. All exempt work must comply with Douglas County Code Title 20 (zoning and land use regulations).

- 2018 International Building Code (IBC), 2018 International Residential Code (IRC), 2018 Uniform Plumbing Code (UPC), 2018 Uniform Mechanical Code (UMC), 2017 National Electrical Code (NEC), 2018 International Energy Conservation Code (IECC), 2018 International Fire Code (IFC), plus 2018 Northern Nevada Amendments and Douglas County Title 20 Appendix B local amendments. 2018 International Wildland-Urban Interface Code applies in Tahoe Douglas Fire Protection District only.
- Permit validity
- Permits expire if work is not commenced within 180 days of issuance. Permits expire if work is suspended or abandoned for 180 days. Extensions may be granted by the Building Official upon written request.
- Owner-builder
- Owner-builders may act as their own general contractor on their own residential property. Must complete Nevada State Contractors Board (NSCB) Owner-Builder Affidavit of Exemption. Cannot sell or lease property within one year of completion. Cannot hire unlicensed persons. Must directly supervise all construction. All subcontractors must be NSCB-licensed.
- Contractor requirements
- All contractors must be licensed by the Nevada State Contractors Board (NSCB). License required for any construction project valued at $500 or more. Commercial permits issued only to NSCB-licensed contractors and subcontractors.

Application process
Typical processing: Processing time varies based on project complexity and current workload. Contact Building Division at (775) 782-6224 for current estimates.
- 01 Prepare required documents including completed permit application, site plan, construction plans, structural calculations, and energy compliance documentation.
- 02 Verify property is in unincorporated Douglas County and confirm if within Town boundaries (Genoa, Gardnerville, or Minden) for design review requirements.
- 03 Create account in OPAL portal or submit application via email to building@douglasnv.us or in person at Minden location.
- 04 Building official reviews application for code compliance and routes to other departments as needed.
- 05 For projects in Town boundaries, plans reviewed by respective town for design review; Lake Tahoe projects may require TRPA review.
- 06 Pay permit fees based on project valuation.
- 07 Permit issued after approval and fee payment; one set of approved plans must be kept on site during construction.
- 08 Schedule required inspections at various construction phases and final inspection after completion.
