When a permit is required
Permit triggers and exempt work for Ashland
New construction of any building or structure; additions; alterations; changes of occupancy classification. A permit must be approved and all fees paid before construction begins. No building may be occupied or used without a Certificate of Occupancy issued by the Building Official.

NOTE: The 2012 codes may have been updated by subsequent ordinance. Confirm current adopted edition with Bill Krejci before designing. Ashland's 2025 Comprehensive Plan update may result in future code or zoning amendments.

- 01 Confirm the project is within Ashland city limits. For projects in the surrounding area, check whether Ashland has an active ETJ under § 16-901 before defaulting to county jurisdiction.
- 02 Contact Bill Krejci at (402) 944-3387 or ashlandzoning@ashland-ne.com to confirm permit requirements for the specific project type, current fee schedule, and any code updates since the 2021 application revision.
- 03 Download the Building Permit Application (revised March 2021) from the city website link above, or obtain it in person at City Hall, 2304 Silver Street.
- 04 For any plumbing or mechanical work: file a separate mechanical/plumbing permit application with the Zoning Administrator, submitted in writing on the form furnished by the city (per Chapter 9 regulations).
- 05 For electrical work: apply separately to the Nebraska State Electrical Division at https://electrical.nebraska.gov or (402) 471-3550. Not handled by the city.
- 06 Prepare required documents (see General Requirements below).
- 07 Submit completed application, required documents, and applicable fee to City Hall at 2304 Silver Street, Ashland, NE 68003.
- 08 Staff reviews the application. Processing times not published; contact Bill Krejci for current turnaround.
- 09 Permit issued upon approval; post on job site.
- 10 Schedule required inspections with the building official.
- 11 Certificate of Occupancy issued after satisfactory final inspection. No structure may be used or occupied before CO issuance; occupancy classification changes also require CO.
