When a permit is required
Permit triggers and exempt work for Crete
A building permit is required for any construction, erection, enlargement, alteration, repair, improvement, removal, conversion, or demolition of any building or dwelling within the city limits or ETJ. This includes water heater replacement, furnace/AC replacement, and similar mechanical work in addition to structural work.
- Written permit application (signed)
- Legal description of the property
- Site plan showing all four corners of the lot and proposed building/addition location
- Construction drawings where required by the building inspector for larger projects
- Building code
- International Building Code (IBC) 2018, International Residential Code (IRC) 2018, International Property Maintenance Code 2009, Uniform Plumbing Code (UPC) 2009 with Lincoln Amendments, National Electric Code (NEC) 2014, International Mechanical Code (IMC) 2018, National Fire Code (NFPA). All codes enforced within city limits and two-mile ETJ.
- Permit validity
- Typical Nebraska municipal permits expire if work does not commence within 180 days of issuance or is abandoned for 180 days; confirm with Building Inspector
- Owner-builder
- Homeowners may apply for permits on their own primary residence. Contact the Building Inspector for owner-builder specific requirements.
- Contractor requirements
- All contractors must be registered with the Nebraska Department of Labor (Contractor Registration Act, $25/year). Crete does not maintain a separate local contractor licensing program; state registration is the baseline requirement. Contractors may also need to register with the City for business licensing purposes.
