When a permit is required
Permit triggers and exempt work for Morrill County
A zoning/building permit is required for construction of new non-farm structures, additions, substantial alterations, and placement of manufactured or modular homes in the unincorporated county. Confirm specific thresholds with the Zoning Administrator.
- Exempt Agricultural buildings on farmsteads of 20+ acres producing $1,000+ in farm products per year are exempt from county zoning permit requirements per Neb. Rev. Stat. § 23-114.03
- Exempt Bona fide agricultural buildings for private farm use are exempt from NSFM plan review
Note: The county board may determine whether farm residences are subject to zoning permit requirements; confirm scope with the Zoning Administrator. NSFM exemption applies only to bona fide agricultural buildings for private farm use, not farm residences or commercial agricultural operations.
- Completed building permit application form
- Site/plot plan showing property boundaries, proposed structure location, and setbacks from property lines, roads, and wells
- Zoning verification (confirm zoning district and permitted use)
- Floodplain documentation (if project is in or adjacent to FEMA-mapped floodplain)
- Building code
- Morrill County has not been confirmed to have adopted the full IBC/IRC structural building code suite for unincorporated areas; many rural Panhandle counties have not. The Nebraska statewide energy code (2018 IECC / ASHRAE 90.1-2016) applies throughout the county. Verify current code adoption status with Bill Dean at (308) 262-1559.
- Owner-builder
- Homeowners may obtain electrical permits for work on their own owner-occupied residences through the NSEB online portal at nebraska.gov/sed/permits/. The homeowner must perform the work themselves; the exemption does not allow hiring an unlicensed person.
- Contractor requirements
- Nebraska Department of Labor registration required for contractors earning $2,000 or more annually from construction work; $25/year fee.
