When a permit is required
Permit triggers and exempt work for South Sioux City
A permit is required before beginning construction, alteration, or repairs other than ordinary repairs. Ordinary repairs means nonstructural repairs including painting, wall finishes, roof coverings, exterior siding replacement, and repairs to plumbing, mechanical, and electrical systems that do not involve additions to, alterations of, or relocation of pipes, conductors, or equipment. Any structural work, new construction, additions, garage construction, deck construction, and changes of occupancy require a permit.

Note: Exempt from building permit does not mean exempt from zoning regulations. Properties near the Missouri River floodplain must verify flood zone status before beginning any earth disturbance or construction.

- The City of South Sioux City has adopted the 2006 International Residential Code (IRC) for one and two family dwellings, the 2006 International Mechanical Code (IMC), the 2006 International Plumbing Code (IPC), and the 2005 National Electrical Code (NEC). Note: these are older code editions. It is recommended to confirm with the Inspection Services Department at (402) 494-7518 or via Municode whether South Sioux City has adopted updated editions.
- Permit validity
- Standard practice under the 2006 IRC as adopted: permits expire if work does not commence within 180 days of issuance or if work is abandoned for 180 days. Confirm current policy with the Inspection Services office.
- Owner-builder

- Contractor requirements
- Nebraska does not issue a general contractor license. Contractors must hold a current Nebraska Contractor Registration (DOL, $25/year, workers compensation required). Electrical work requires a separate Nebraska State Electrical Division (NSED) permit and contractor license regardless of the building permit. Plumbing contractor licensing in Nebraska is handled at the local level; contact the city for plumbing contractor requirements.

- 08 Permit issued. Post the permit placard on the job site, visible from the public right-of-way, before commencing work.
- 09 Call the Inspection Services Department 24 hours in advance to request each required inspection during construction.
- 10 Receive final inspection and Certificate of Occupancy upon project completion.
