When a permit is required
Permit triggers and exempt work for Banner County
Banner County does not issue building permits for most construction in unincorporated areas due to the absence of zoning ordinances and adopted building codes. However, all construction in Nebraska must comply with state-level requirements: commercial and public buildings must obtain State Fire Marshal approval; electrical work requires licensed contractors; on-site wastewater systems require permits; and projects disturbing 1+ acre require stormwater permits.
- Exempt Agricultural buildings on agricultural land (20+ acres with $1,000+ annual farm products) are exempt from building code requirements statewide under Nebraska Revised Statute § 23-114.03.
