When a permit is required
Permit triggers and exempt work for Pondera County
Building permits required for all new construction and substantial alterations except farm and ranch buildings, residential buildings with fewer than 5 dwelling units (single-family homes), mining buildings on mining property, petroleum refineries and pulp mills (except office/shop buildings), and private garages and storage buildings for owner's own use (not commercial). Note: Electrical and plumbing permits still required even for exempt structures.

Note: Even exempt structures require electrical and plumbing permits
- Complete construction documents with sufficient detail to construct using only submitted plans
- Proof of land ownership or authorization
- Accurate building valuation estimate (used for fee calculation)
- Site plan showing setbacks and lot coverage
- Engineering reports (as required by code)
- Any local zoning or subdivision compliance documentation

Application process
Typical processing: 2-3 weeks for plan review if complete, depending on bureau workload
- 01 Prepare complete construction documents including architectural drawings, site plans, engineering reports, and structural calculations as appropriate for project scope
- 02 Complete Montana Building Permit/Plan Review Application form
- 03 Submit documents and application via EBIZ portal (ebiz.mt.gov/POL) or mail to Building Codes Program, P.O. Box 200517, Helena, MT 59602
- 04 State reviews plan for compliance with adopted Montana 2021 International Building Code
- 05 If revisions needed, applicant receives comments and resubmits
- 06 Upon approval, building permit is issued
- 07 Permit holder notifies State inspector when work is ready for required inspections (foundation, framing, final)
- 08 Final inspection approval issued

Typical sequence: Required inspections typically include: footing/foundation, framing/structural, plumbing, electrical, and final inspection. Concrete slab/under-floor inspection conducted after reinforcement and utilities in place, before concrete pour. Framing inspection after roof deck, framing, fire-blocking, and concealed pipes/vents complete. Plumbing inspection before covering any portion of plumbing work. Electrical inspection before concealment of wiring.
