When a permit is required
Permit triggers and exempt work for Whitehall
Development permit required before erecting any building, structure, sign, or fence; or for repairs/alterations affecting outside horizontal dimensions, height, or change of use.
- Exempt Residential buildings: Less than five dwelling units (state exemption; does not include transient guest facilities)
- Exempt Private garages: For owner's own use only, not part of commercial business
- Exempt Sheds/storage structures: Private storage buildings for owner's personal use
- Exempt Decks and patios: May be exempt if meeting size and design criteria
- Exempt Agricultural buildings: Farm buildings on agricultural property
- Exempt Fences and Signs: Minor sign or fence work may have exemptions; signs limited to maximum 200 square feet total area per ordinance Chapter 42
Note: All exterior structure modifications require verification; contact Planning Board for exemption determination.
- Completed Development Permit application form
- Site plans showing lot size, property lines, and existing/proposed structures
- Building plans with dimensions and specifications
- Proof of property ownership
- Description of proposed use and any zoning variance justification

Application process
Typical processing: Minimum 1 month (next monthly Planning Board meeting) to 2 months if resubmission needed
- 01 Complete Development Permit application (downloadable form from town website)
- 02 Prepare required site plans and building plans per municipal code Chapter 42 (Zoning)
- 03 Submit completed application packet to Town Hall
- 04 Application reviewed by Planning Board/Board of Adjustments
- 05 Planning Board meeting held 2nd Monday of each month at 7:00 p.m.
- 06 Permit issued upon approval
