When a permit is required
Permit triggers and exempt work for Monroe County
A building permit is required for all construction in unincorporated Monroe County.
- Exempt Manufactured homes and mobile homes (exempt from State Uniform Construction Code but subject to local NFIP floodplain requirements)
- Exempt Agricultural structures used solely for agricultural purposes
Note: Manufactured home placement and structures in flood zones still require permits and compliance with NFIP requirements. Confirm edge cases with the Board of Supervisors before proceeding.

- Mississippi Code § 17-2-4 requires adoption of one of the last three editions of the IBC and IRC as minimum standards. Confirm current adopted code edition with the Supervisors office.

- Licensed contractors are required for projects exceeding MSBOC thresholds (commercial over $50,000 or residential new construction over $50,000).

- 01 Contact the Monroe County Board of Supervisors at (662) 646-0895 to obtain the current permit application and determine applicable requirements for the project type and location.
- 02 Determine if the parcel lies within a FEMA-designated SFHA by consulting the FEMA Map Service Center (msc.fema.gov); if so, a floodplain development permit and elevation certificate may be required.
- 03 Submit a completed permit application with site plan showing property dimensions, structure location, setbacks from lot lines, and drainage direction.
- 04 Verify MSBOC contractor licensing requirements for commercial projects over $50,000 or residential new construction over $50,000.
- 05 Pay applicable permit fees at the Supervisors office.
- 06 Schedule required inspections through the county office.
