When a permit is required
Permit triggers and exempt work for West Springfield
A building permit is required for all construction within West Springfield. No construction, reconstruction, alteration, repair, removal, or demolition may commence without a permit. No building permit or DPW curb cut permit will issue for construction, exterior alteration, or change of use of any commercial or industrial structure without site plan approval.
- Exempt Detached 1-story sheds under 120 sq. ft.
- Exempt Fences under 7 feet
- Exempt Interior finish work
- Exempt Above-ground pools under 24 inches / 5,000 gallons
Note: West Springfield's town code specifically requires permits for fences, swimming pools, and lawn irrigation meters even in cases where a building permit might not be strictly required under state code. Verify with Building Department. Note: Commercial and industrial construction (and some residential) requires Planning Board site plan approval before building permit issuance.

- Copies of licenses (CSL and HIC) for contractors
