When a permit is required
Permit triggers and exempt work for Mansfield
Any construction, reconstruction, alteration, repair, removal, demolition, change of use or occupancy, or installation of regulated equipment requires a permit before work begins (780 CMR 105.1).
- Exempt One-story detached accessory structures with floor area not exceeding 120 sq ft (statewide baseline)
- Exempt Fences not exceeding 7 feet in height
- Exempt Oil derricks
- Exempt Retaining walls not over 4 feet in height
- Exempt Water tanks supported directly on grade
- Exempt Sidewalks and driveways not more than 30 inches above adjacent grade
- Exempt Painting, papering, tiling, carpeting, cabinets, counter tops, and similar finish work
- Exempt Temporary stage sets and scenery
- Exempt Prefabricated swimming pools (Group R-3)
- Exempt Shade cloth structures for nursery or agricultural purposes
- Exempt Swings and playground equipment
- Exempt Window awnings in Group R-3 and Group U occupancies
- Exempt Movable cases, counters, and partitions
- Exempt Greenhouses covered exclusively with plastic film
- Exempt Routine maintenance and repairs to fire protection systems
Note: Mansfield's FAQ specifies local clarifications: Sheds over 200 sq ft (residential use) or over 120 sq ft (other uses) require a permit. Fences over 6 feet in height require a permit. Swimming pools over 24 inches of water depth require a permit. Retaining walls over 48 inches in height require a permit (slightly more permissive than state's 4-foot threshold -- confirm with Building Department). Finished basements/attics require a permit when converting to habitable space. Signs require a permit. Burglar/fire alarm systems require a permit. Parking areas require a permit in some circumstances.

- Owner-occupants of 1-2 family primary residences may obtain permits.
- Contractor requirements
- CSL required for structures over 35,000 cubic feet. HIC required for residential work below the CSL threshold.

Application process
Typical processing: 30 days standard review per 780 CMR 105.3.1
- 01 Determine if Conservation Commission review is required (projects near wetlands or floodplains).
- 02 Register and log in to PermitEyes (https://permiteyes.us/mansfield/loginuser.php).
- 03 Complete the appropriate permit application (building, electrical, plumbing/gas, or mechanical).
- 04 Attach required documents: workers' compensation affidavit, copy of license (CSL/HIC/trade license), insurance certificate, construction plans, and any supporting approvals (Conservation, Zoning Board, etc.).
- 05 Pay applicable fees.
- 06 Building Department reviews (must act within 30 days per 780 CMR 105.3.1).
- 07 Post permit at job site upon approval.
- 08 Submit a written request for each required inspection through PermitEyes or by contacting the department.
- 09 Complete all required inspection phases.
- 10 Final occupancy permit or Certificate of Occupancy issued if required.
