When a permit is required
Permit triggers and exempt work for Urbana
County permits are required for regulated building, electrical, plumbing, fire systems, and utility work unless work falls within listed code exemptions.
- Exempt One-story detached accessory structures used as tool and storage sheds, playhouses, and similar uses when floor area does not exceed 150 square feet
- Exempt Certain agricultural buildings (without exempting required electrical or plumbing permits or other applicable laws)
Note: Additional code exemptions exist by trade and building section, but the County's public-facing web pages do not consolidate them in one simple list.
- Permit application
- Plot plan or site plan
- Construction drawings
- Product specs
- Agency forms
- Health review documents where triggered
- Impact fees or erosion and sediment details where triggered
- Building code
- County public code pages show local amendments to the 2012 IBC and IRC. Because Maryland code cycles can change, verify the current effective code year directly with the County before relying on a historic ordinance compilation.
- Permit validity
- County code states permit applications are abandoned after 180 days unless pursued in good faith or issued. Issued building permits expire one year after issuance unless the final building inspection is approved or an extension is granted. One written one-year extension may be granted if work commenced within the first year.
- Owner-builder
- The County offers a homeowner-submitted electrical permit and test path for owner-occupants, showing at least some owner-performed residential trade work can be permitted directly when county conditions are met.
- Contractor requirements
- Frederick County separately licenses electricians in the county code, and Maryland state trade licensing and registration rules still apply by scope. Verify current contractor licensing status before filing.
