When a permit is required
Permit triggers and exempt work for Schriever
TPCG's parishwide permit rules apply in Schriever. Permits are required before new construction, additions, repairs, moves, demolition, occupancy changes, and regulated trade-system work unless a listed exemption applies.
- Exempt One-story detached residential sheds, playhouses, and similar accessory structures not over 200 square feet, subject to the code's conditions and floodplain limitation
- Exempt Detached low deck work meeting the code's size, height, and attachment limits
- Exempt Limited finish work such as painting, papering, tiling, carpeting, cabinets, countertops, and vinyl siding not affecting structure or the envelope and not involving electrical or gas changes
- Exempt Certain retaining walls, water tanks, playground equipment, temporary stage sets, and agricultural shade cloth structures listed in TPCG Section 105.2
- Exempt Minor listed electrical, gas, mechanical, and plumbing work exempted by TPCG Section 105.2

- Terrebonne Parish Consolidated Building Code, 2018 Edition, tied to the Louisiana State Uniform Construction Code materials based on the 2015 International Code Series and 2014 National Electrical Code.
- Permit validity
- Applications are abandoned after 180 days if not pursued in good faith. Issued permits become invalid if work is not commenced within 180 days or is suspended or abandoned for 180 days after starting, unless extended in writing.
- Owner-builder
- Residential owners can use the TPCG homeowner affidavit for exemption from licensure, subject to the state owner-builder conditions printed on the affidavit.
- Contractor requirements
- Residential projects from $7,500 to $75,000 require home improvement registration. Residential projects over $75,000 require residential contractor licensure. Commercial work at or above $50,000 requires commercial contractor licensure.

Application process
Typical processing: Generally 5 to 7 business days from the date of application if complete.
- 01 Verify with TPCG that the project site is within Schriever's unincorporated parish area and determine whether zoning, floodplain, driveway, sewer, drainage, subdivision, or other parish approvals are needed before application.
- 02 Confirm the 911 address and property description, then prepare the application package with site plan, plans, valuation, and any required supporting approvals.
- 03 If the project is in a flood hazard area, obtain the required elevation certificate and any FEMA/NFIP nonconversion documentation identified by TPCG. If the work affects coastal-zone regulated activity, coordinate that approval before permit filing.
- 04 Submit the permit application at the Houma permit counter or online through MGO Connect.
- 05 Pay fees in full at the time of application and make sure the package is complete, because TPCG says incomplete applications will not be accepted.
- 06 TPCG reviews the filing and either issues the permit or rejects the application in writing with stated reasons.
- 07 After the permit is issued, request inspections by phone or through the online account and close out the permit through final inspection and certificate issuance if applicable.

Fees are due in full at application. TPCG's refund policy allows only a 30 percent refund before issuance and no refund after issuance.
