When a permit is required
Permit triggers and exempt work for St. Charles Parish
Permits are required for new construction of primary and accessory structures, additions, mobile home placement, swimming pool installations, and non-construction items such as home occupations, taxi services, commercial signs, and changes of use or occupancy for existing commercial buildings.
Note: The reviewed parish pages do not publish a formal exemption list. Work outside the categories above may not require a permit and should be confirmed with Planning and Zoning before work starts.
- Copy of deed
- Survey with grade certificate
- Site plan approved by the Senior Permit Coordinator
- Two sets of paper construction plans (11 x 17 minimum) plus a digital copy
- Drainage plan drawn on the site plan
- Levee district approval letter when within 1500 feet of the levee
- Sanitary facility vendor contract
- Construction debris removal contract
- Water and sewer permits
- Louisiana Department of Health sewer approval letter when applicable
- Building code
- The parish indicates compliance with the International Building Code and South Central Planning and Development materials reference the IBC and IRC 2021.
- Owner-builder
- Louisiana law allows an owner to build a primary residence without a contractor license when the owner will live in the home. The owner-builder exemption also covers adjacent structures such as a shed; a homeowner exemption form should be obtained from the local permit office.
- Contractor requirements
- Direct contractors are required to follow Louisiana State Licensing Board requirements and be licensed or registered when state thresholds are met.

- 03 Submit the completed permit package to St. Charles Parish Planning and Zoning.
- 04 Plans are reviewed for building code and zoning compliance.
- 05 Staff contacts the applicant for additional documentation, fees, or a pre-application meeting if needed.
- 06 When approvals are complete and all fees are paid, the permit is issued.
- 07 Construction may begin only after permit issuance.

Typical sequence: The inspection schedule is posted on the second page of the issued permit; post the inspection board when the permit is issued and provide final documents for closeout. Final inspections include final fire marshal, final drainage, final elevation, and final as-built; a final certificate of occupancy is issued at closeout.
