When a permit is required
Permit triggers and exempt work for Homer
Required for constructing, enlarging, altering, extensively altering, repairing, moving, demolishing, or changing occupancy of a building or structure, and for regulated electrical, gas, mechanical, and plumbing system work.
- Exempt One-story detached accessory structures without utilities used as tool and storage sheds, playhouses, and similar uses
- Exempt Fences under 6 feet
- Exempt Retaining walls under 4 feet unless supporting a surcharge
- Exempt Water tanks supported directly on grade if capacity does not exceed 5,000 gallons and ratio limits are met
- Exempt Sidewalks and driveways not more than 30 inches above grade and not over basement or story below
- Exempt Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
- Exempt Temporary motion-picture, television, and theater stage sets and scenery
- Exempt Prefabricated swimming pools under specified size and depth thresholds
- Exempt Shade cloth structures and greenhouses under specified thresholds
- Exempt Swings and other playground equipment
- Exempt Window awnings supported by an exterior wall below specific projection limits
- Exempt Nonfixed and movable fixtures, cases, racks, counters, and partitions not over 5 feet 9 inches
- Exempt Retaining walls not over 4 feet high unless supporting a surcharge
- Exempt Sidewalks and certain driveways

- Current Louisiana state-adopted versions of IBC, IEBC, IRC, IMC, Louisiana State Plumbing Code / IPC, IFGC, and NEC.
- Permit validity
- Every permit becomes invalid unless work starts within 180 days of issuance, or work is suspended or abandoned for 180 days.
- Contractor requirements
- Electrical work requires a license before a permit issues; plumbing work requires a current state license before a permit issues; gas fitting and other trades also have local license requirements in the ordinance.

Application process
Application → plan check → issuance → inspection → final
- 01 Review the town building code ordinance and any zoning or historic district requirements.
- 02 File the permit application with the Town of Homer Building Department.
- 03 If the project is in the Homer Historic District, the building permits clerk notifies the Homer Historic District Advisory Commission and shares application materials.
- 04 Building official reviews plans and may inspect the premises before issuing.
- 05 Permit is issued when code and ordinance requirements are satisfied.
